It depends on slope, trees, soil, and how far utilities and the drive run, which is why per-acre rules of thumb miss badly. A Build Pack prices your actual lot from your plans and survey, with rock and undercut allowances stated in writing instead of discovered later.

At minimum: clearing limits, pad cut and fill to plan elevation, compaction standard, rough grading, erosion control, and haul-off. The quote should also state its allowances for rock and unsuitable soil. If any of those lines are missing, two bids cannot be compared.
