What does a construction bid package include?

A complete construction bid package includes a leveled trade budget covering every scope of the build — typically 15–20 — plus a written scope sheet per trade stating inclusions, exclusions, allowances, and boundaries, the leveled bids, the named contractors behind them with license and insurance status, and each crew's earliest start window.

The two layers of a pack
Layer 1: summary pages
Every scope on one grid: leveled number, named sub, license/insurance status, start window, and the total at the bottom — the figure your bank conversation has been missing. A schedule skeleton follows, assembled from the stated start windows.
Layer 2: per-trade scope sheets
One page per trade. The top half is the written scope: inclusions, exclusions, allowances, and boundary lines with neighboring trades. The bottom half is the leveled pricing and the named sub standing behind the number.
Reading it
How do you read a scope sheet?
Read the scope lines before the price: what's included, what's excluded, and what each allowance assumes. Then check the boundary lines — who owns the joints with neighboring trades. Only then does the number mean something, because now you know exactly what it buys.
That reading order is the entire discipline of bid leveling, and it's why pack numbers can be compared at a glance: every bid behind them was restated against the same written scope before you ever saw it.
